Real face of German political foundation

The world has always been the area of super powers. In major part of the history this struggle resulted in wars. But since the 20th century the war of influence is observed to pass into another area. Particularly, after World War II majority of former empires started to use political leverage to protect their interests in various regions. This leverage shows itself as foreign aid, democracy or human rights requirements. In all cases it seems clearly that foreign aids of interested forces, requirements for democratization are not anything but serving their ambitions. InGermany, one of powerful states inEuropepolitical foundations is in charge of this mission. These foundations are directly related with political parties inGermany. Every party, represented in Bundestag more than one convocation has the right to establish public and political foundation (stiftung). There are political foundations in German society, which are close to leading parties. So, the Konrad Adenauer Foundation is close to the Christian Democratic Union, Friedrich Ebert Foundation to Social Democratic Party, Heinrich Böll Foundation to Green Party, Friedrich Naumann Foundation to Free Democratic Party, Hanns Seidel Foundation to Christian Social Union, Róża Luksemburg Foundation to Left Party. Incumbent chancellor of Germany Angela Merkel is a member of Board of Directors of Konrad Adenauer Foundation.

All German political foundations except from Friedrich Ebert, established in 1925, were set up after the World War II. Their main purposes were to meet the need ofGermanyfor democratization, which was just liberated from fascism and restore the country’s image. These foundations then directed their activities towards international arena. New principles such as strengthening of democratic political and social structures in foreign countries, observation of principles of freedom, peace and justice, contribution to integration ofEuropeand strengthening of transatlantic relations were added to the list of new tasks of foundations. All these are visible side of the issue.

Political analyst Michael Pinto-Duschinsky writes about clandestine purposes of foundations which are important tools of the German foreign policy: “Foundations and their representations abroad are capable of establishing ties with opposition leaders and to make friends with them. Because, diplomats, who are cautious about possible dissatisfaction of authorities, have not such an opportunity. They render assistance to politicians who are in migration abroad. Foundations support various political forces operating in foreign countries to which they render assistance. In most cases, a country for every foundation is determined or every foundation supports various political forces in the same country. Thus, they want those, coming to power to be close to them.1

Which countries are on target: Turkey, Egypt, Libya, Ukraine...

German political foundations’ activity in international once more confirms these opinions. Just dissatisfaction emerged about the activity of foundations in various countries at various times. For example, as a result of dissatisfaction with the activity of the Konrad Adenauer Foundation inTurkeyin 2002 foundations were taken to court. Employees of the Foundation were accused of actions against the Turkish statehood. They were allegedly tried to put obstacle to development of gold fields in the city ofBergaminTurkeyand organized protest against this project with help of ecologists. Some claims were voiced on carrying out provocations among population by Germans who have great investments in Turkish media. The case resulted in an acquittal, but it influenced relations. Other German foundations tried to exert pressure onTurkeythrough their main partner – Union of Journalists. Konrad Adenauer Foundation participate in projects supporting municipalities in Kurds-settled areas, whileHeinrich Böll Foundation in projects dealing with studying women problems (Kurdish women lieaders as main partners). Last year Prime Minister of Turkey accused German foundations of supporting PKK organization.

The interesting side of the issue is that Konrad Adenauer Foundation, Friedrich Ebert Foundation, Friedrich Naumann Foundation, Heinrich Böll Foundation and German Orient Institute supportTurkey’s European Union membership. So, on one hand these foundations support separatism inTurkeyand on other hand pretends to support the country on the way toEurope.

In June 2010 an incident happened when head of Konrad Adenauer Foundation’s office in Ukraine Niko Langen was not allowed to enter the country from the airport. Though after direct interference of the German government the incident calmed down, its results is clearly seen in Ukraine-Germany relations. According to informal reports, representative of the Foundation was suspected of interfering in internal affairs of the country, making secret bargain with opposition leaders and spying.

German foundations inEgyptmainly places emphasis on projects on the youth, democracy and women rights. Employees of several international non-governmental organizations were arrested who were charged for undermining internal stability, splitting the country, overthrowing the authority. Employees of the U.S. International Republic Institute, National Democratic Institute,InternationalCenterfor Journalists, Freedom House and German Conrad Adenauer Foundation were among those arrested. These international NGOs are suspected of creating agent network, stirring up religious confrontations among Egyptians and serving foreign intelligence bodies.  

During the trialU.S.and German officials put pressure on the Egyptian leadership. Particularly foreign aid toEgypthad been placed on agenda. As a result, majority of those accused were set free and they left the country. Another incident happened in theUnited Arab Emirates. In March this year UAE officials suspended the activity of representation of the Konrad Adenauer Foundation. One of the main directions of the activity of German foundations is the project on democratic Islamic research. These organizations, the real purpose of which is to popularize Christian values, try to implant their values to Islamic countries under the name of democratic Islam.

Claim to be geopolitical actor

Some analytics inRussiaand even the West regard thatGermanyhas taken a course to strengthen its status in the West.Germanytries to get stronger position in the new world. One can easily see this in the ongoing processes in the Northern Africa, attitude ofEuropetowards the financial crisis existing within this continent, even Germany-NATO cooperation.Germanyis the main donor and country that has its say in the Euro territory.South Caucasusand Central Asian regions are in the area of interest of Germans. The German Federal Government has created a “Transformation team of Northern Africa” which includes leading experts and sees itself as the main consultant of the West in theMiddle Eastprocesses. The German political foundations are the main tool in this issue. German minister of foreign affairs Guido Westerwelle during his visit to three countries of the Northern Africa (Algeria,LibyaandTunisia) on January 7-9 raised issues regarding permitting or strengthening of the activity of German political foundations in these countries.

On the other hand,Germanyis the main country which has its say in the energy market ofEurope. Nord Stream, one of the main gas pipelines fromRussiato Europe goes to other countries throughEurope.Germanytries to get advantageous position in transportation of carbohydrogen resources coming from other directions. In this regard,Germany’s RWE company is one of the initiators of the Nabucco project. Due to the fact that hopes for works in this direction are not realized recently some circles inGermanyhave launched campaign againstAzerbaijan. Perhaps transportation of Azerbaijani gas toEuropethrough other routes does not satisfy some forces.

So, the real political situation shows that German political foundations mostly direct their activity towards supporting economic interests ofEurope. First of all,Germanytargets to return back to the world stage of the third millennium as an economic power. And so these foundations resort to all means. Even it is necessary all means are used from black PR against any country to pretended democratic requirements. Unfortunately, even after the World War II the world is continuing to watch games of these actors in different countries.
